PATH's Maternal and Child Health and Nutrition Program (MCHN) works to apply effective, innovative approaches to broadening access to and use of key maternal and child health and nutrition interventions that address the most pressing causes of maternal and child deaths, poor health, and poor nutritional status. PATH is committed to improving child health and development, focusing on interventions during pregnancy, labor and the postnatal period and for children, especially in the first 2 years of life.

PATH seeks a Technical Project Manager (TPM) for a Maternal Child Health and Nutrition development project called the 'Window of Opportunity Project'. This project will focus on improving the health and development of children less than two years old in four districts in South Africa (John Taolo Gaetsewe, Nkangala, Uthungulu and Sedibeng) and one district in Mozambique. Using a participatory approach aimed at building community ownership and capacity, the project will work in partnership with local health and social services departments, including community based organisations, that provide child health and development services.

The Technical Project Manager will be responsible for providing technical guidance for the implementation of all the project objectives and interventions by the district project teams. S/he will be expected to work collaboratively with the project's technical Officers and District Project Managers and District Health and Development Mentors. The Technical Project Manager will report to the PATH South Africa National Project Manager (NPM) and will serve as a member of the project's core management team. The TPM will serve under the guidance of the Project Director, NPM and other regional technical staff.

Duties and responsibilities:


  •     Act as a technical expert in Maternal, Child Health and Nutrition (MCHN) activities at the national, district and sub-district levels; this will include providing MCHN technical guidance to all project activities.
  •     Working in collaboration with PATH's Window of Opportunity teams, develop specific work plans for improving the quality of MCHN services at district, sub-district, and facility levels.
  •     Working in collaboration with PATH's Window of Opportunity teams, oversee monitoring and evaluation plans for the projects activities and oversee monitoring to ensure achievement of project objectives.
  •     Contribute to the development of project reports, training material and strategic project documents.
  •     Supervise and provide technical guidance for South Africa based project technical officers.
  •     Represent PATH in district and provincial forums, disseminating PATH program experiences, advocating for proven effective MCHN and development models and approaches and sharing key lessons learnt and best practices.
  •     Provide technical support and management of the development and conduct of operational research and knowledge sharing activities.
  •     Ensure clear and timely reporting to, and communication with the National Project Manager.

Required Skills

  • The Technical Project Manager must be a results-oriented health and development professional with an enthusiastic commitment to PATH's mission and demonstrated technical expertise in Maternal, Child Health and Nutrition (MCHN) with a strong ability to work in inter-sectoral interventions. Skills should include:
  •     Ability to organize and prioritize work and to meet deadlines within a flexible, fast-paced environment with multiple and competing demands.
  •     Demonstrated ability to provide technical guidance for multi-dimensional and clinical MCHN and child development milestone-based projects.
  •     Ability to support district teams in planning for integrated MCHN programs for improved service delivery for the local government, health and social development structures.
  •     Demonstrated ability to develop and/or conduct operations research and the relevant experience in developing and managing best practice models.
  •     Demonstrated ability to manage teams of senior technical staff.
  •     Excellent interpersonal and negotiation skills with a demonstrated capacity to solve problems with energy, flexibility, attention to detail and a positive attitude.
  •     Strong English oral and written communication skills. Ability to communicate in the most common languages in South Africa.
  •     Willingness to travel regularly within South Africa as needed.

Required Experience
  • Master's degree and equivalent experience in relevant discipline. Minimum 8 years experience providing technical assistance on systems strengthening in health and development projects in resource poor settings. Demonstrated experience in managing and providing technical support to district-based, integrated MCHN and development programming. Demonstrated experience working with the multi-sectoral district and provincial health and development officials would be an added advantage.
