Based at Columbia University's Mailman School of Public Health, ICAP is one of the world's largest implementation and technical assistance (TA) providers for HIV and related health programs and a global leader in HIV prevention, care, and treatment
system strengthening, including in the areas of strategic information, clinical services, and program management. With its roots in comprehensive, family-focused HIV services, ICAP is widely respected for its success in both TA and capacity building of innovative, effective, and ethical programs in the most challenging of resource-limited settings. ICAP is also known for its collaborative, supportive approach to strengthening national, regional, and district-level health systems.
ICAP at Columbia University is implementing a 5-year CDC-funded project in Lesotho to strengthen the collection, analysis, and use of strategic information for the national HIV/AIDS program through targeted technical assistance and capacity-building to the government of Lesotho in surveillance, routine program monitoring and evaluation, and health management information systems (HMIS).
OVERALL JOB FUNCTION:
Reporting to the ICAP-Lesotho Country Director, the Chief of Party (COP) will be responsible for overall leadership, management and technical direction of the project. The Chief of Party will ensure that all activities are consistent with ICAP's goals as well as donor initiatives and in support of the government of Lesotho. Travel (up to 20%) within Lesotho may be required.

DUTIES AND RESPONSIBILITIES:
PROGRAM MANAGEMENT RESPONSIBILITIES:
- Strategically builds and leverages strong, effective relationships with key in-country partners.
- Develops a supportive relationship with local and national government officials to support them in planning, designing and implementing relevant programs and activities.
- Liaises and works closely with ICAP-NY to respond to program requirements, solve issues as they arise, and ensure ICAP's resources are maximized.
- Develops, implements, and monitors annual program work plans.
- Manages relationships, policies, and procedures with sub grantees and consultants
- Ensures operations are in compliance with ICAP, donor and local regulations and procedures.
- Ensures regular reporting on program activities to donor and to ICAP-NY.
TECHNICAL RESPONSIBILITIES:
- Provides high-level technical oversight for project activities, including ensuring high quality, technically sound outputs
- Conceives of, manages and provides technical assistance to strengthen national capacity for strategic, data driven planning of the national HIV/AIDS response; and implementation of contextually relevant surveillance systems, robust routine monitoring and evlauation systems, and HMIS.
- Recruits, supervises, mentors and motivates project technical team.
- Coordinates with MOH and other stakeholders on common SI goals and activities.
- Implements other technical activities as jointly prioritized by ICAP-NY, government of Lesotho and donor.
QUALIFICATIONS:
- Master's degree in public health or a related discipline. MD or PhD preferred.
- 7+ years of experience in the design and implementation of strategic information activities in HIV or a related area in a developing-country context.
- Fluent English language skills. Fluency in Sesotho preferred.
- Excellent project management skills.
- Strong written and verbal communications skills.
- Excellent team building and capacity building experience.
- Experience working with government at the national or regional level in resource-constrained settings, preferably in Lesotho.
- Experience working with US government donors
