Senior Programme Assistant (Education), GS7 Duration: 2 years - with possibility of extension
PURPOSE OF THE POST:
The incumbent will receive general guidance, pertaining to policies and deadlines and carry out a variety of programme functions such as: collecting, researching and interpreting data and preparing reports of a semi-technical nature or administrative aspects. Such tasks performed contribute to the planning, implementation and promotion of the overall education programme, but with particular focus to two key programmes in the section.
UNICEF provides key technical and financial support to the Girls and Boys Education Movements (G/BEM) clubs as well the `Techno Girl' programmes that have become flagship programmes for the Department of Basic Education (DBE). The Senior Programme Assistant contributes to and makes recommendations on the development and formulation of the education programme in general (including Early Childhood Development, Quality Education and Adolescent Development) and the G/BEM and Techno Girls programmes specifically as described above. S/he also ensures the effective administrative operations of the Education Section and advises on appropriate adjustments and changes in implementation to improve efficiency and effectiveness of the programme.
For UNICEF to continue to provide strategic and programmatic support; the senior programme assistant position will effectively contribute to supporting the education section to consolidate, monitor and report on the Education Programmes. The G/BEM and 'Techno Girl' programmes will require additional attention and will require a balanced work approach and effective time management. The Senior Programme Assistant will undertake field visits to monitor and assess programme implementation and advises on required corrective action. S/he will also collaborate with partners to carry out a rigorous and transparent approach to monitoring end user satisfaction in consultation with the section Chief, the M&E specialist and others to improve the efficiency and quality of programme delivery.
MINIMUM REQUIREMENTS:
Completion of secondary education, preferably supplemented by technical or university courses in Education, Social Science, Public Administration, Finance or Project Management and Research, Monitoring and Evaluation.
Seven years of progressively responsible clerical or administrative work, of which at least one year was closely related to support of programme activities
Experience in project implementation and monitoring
Ability to relate to stakeholders in the government, NGO and corporate sectors
Ability and willingness to travel to diverse parts of the country.
