Background:
IUCN, International Union for Conservation of Nature, helps
the world find pragmatic solutions to our most pressing environment and
development challenges. IUCN works on biodiversity, climate change,
energy, human livelihoods and greening the world economy by
supporting scientific research, managing field projects all over the world, and
bringing governments, NGOs, the UN and companies together to develop policy,
laws and best practice. IUCN is the world's oldest and largest global
environmental organization, with more than 1,200 government and NGO members and
almost 11,000 volunteer experts in some 160 countries.
The IUCN Eastern and Southern Africa Regional Office (ESARO)
operates in twenty four countries in the Horn of Africa, eastern Africa,
southern Africa and the Western Indian Ocean.
Within the broader effort to help 'green' the world economy, IUCN ESARO works
through a dedicated
Business, Economics and Biodiversity Programme (BEB) that
seeks to build bridges between the private sector and the conservation
community in Eastern and Southern Africa to:
Minimize the
environmental footprint of businesses and enhance business contribution to
biodiversity conservation;
Enable an
institutional environment for business-conservation collaboration;
Develop green
enterprises that build economic value on natural capital; help companies
mitigate and off-set their impacts on biodiversity; and to promote sustainable
investments and sustainable development.

dialogue and collaboration between IUCN and the private sector with a view to
helping achieve sustainable biodiversity conservation, sustainable livelihoods
and sustainable development
In South Africa,
IUCN now seeks to recruit a Senior Programme Officer (SPO)/Project Manager to
oversee the implementation of its sustainable biodiversity management system
and livelihood diversification and enhancement Initiative in Namaqualand, Northern Cape
Province. The SPO/Project manager will provide substantive technical and
project oversight of IUCN's sustainable biodiversity management and livelihoods
initiative in Namaqualand/Northern Cape Province. The SPO/Project Manager will
work closely with government agencies (e.g. DENC, DMR, DEA, etc), mining
companies, civil society, (including conservation and development NGOs and
CBOs) communities, and other stakeholders in Namaqualand/Northern Cape.
Duties and
Responsibilities:
- Project implementation, grant-making, partner and stakeholder relations and management
- Reviewing and providing inputs and recommendations on environmental, social, economic, health and human rights impact assessments and mitigation measures
- Identifying and responding to opportunities for collaboration with government, private sector, development partners, civil society, universities and other stakeholders in the effort to work toward sustainable biodiversity management and livelihood enhancement in Northern Cape Province of South Africa and elsewhere in the region.
- Maintaining and continuing to build partnerships through networking with the existing and new government agencies, development partners, private sector companies, NGOs, CBOs, Communities and other stakeholders working in Northern Cape Province and mining/extractive industry regions;
- Sharing and generating knowledge by conducting research, policy analysis and providing substantive inputs to national, regional and international knowledge networking on sustainable biodiversity management and livelihood diversification among private sector actors, research institutes, NGOs, development partners, or other relevant organizations
- Gathering and analyzing information on regional and international best practices, and adapting and sharing knowledge to support sustainable biodiversity management and livelihood diversification in Northern Cape Province and elsewhere in the region.
- Identifying and implementing capacity development for sustainable biodiversity management and livelihood diversification in close collaboration with the key partners and other relevant stakeholders;
- Reviewing grant proposals submitted by development and conservation NGOs and CBOs and preparing grant applications for review and approval by the Biodiversity and Livelihood Coordination Committee
- Monitoring and supporting self-audits of ongoing projects, including the fulfilment of agreements with partners (delivery of reports, evaluation of grantee progress reports, etc.)
- Organizing annual/semi-annual Partner and related Working Group Meetings to facilitate dialogue, learning and exchange of knowledge and experiences
- Undertaking and participating in awareness raising events and networking
- Undertaking scoping studies and situational analyses of the relationship between business and biodiversity in Eastern and Southern Africa. Conducting research and policy analysis on the relationship between mining/extractive industries, biodiversity and sustainable development in Africa.
Qualifications and
Competencies
- A minimum of a Masters Degree in Economic, Social, Political or Natural Sciences (e.g.Economics, Sociology, Politics, Law, Engineering, Geography, Geology, Ecology, Conservation Biology, Sustainability, Botany, Zoology, Environmental Science, Environmental Economics, Environment Law and related disciplines) from a reputable university
- At least 10 years working experience in the mining and/or extractive industry sectors
- Extensive knowledge and experience with civil society development/conservation strategies and advocacy in South Africa
- Strong understanding of corporate social and environmental responsibility, Sustainable Development and Sustainability issues in Africa.
- Ability to implement and monitor large scale mining and/or extractive industry projects
- Ability to implement and monitor NGO, CBO and/or stakeholder capacity development initiatives
- Demonstrated ability to communicate effectively with various partners including the government, civil society, private sector, NGOs and local communities;
- Strong presentation and inter-personal skills and experience in interacting with local, national and international stakeholders, partnerships and networks.
- Sound commitment to environmental and development issues.
- Willingness to travel frequently within the region
- Excellent skills in computer literacy and standard software and statistical packages. Knowledge of GIS will be an added advantage.
- Fluency in written and spoken English: Ability to speak French, German, Portuguese and Spanish is an added advantage.
