Post:Analyst, Health Financing, Maseru, Lesothothe Clinton Health Access Initiative (CHAI)
Based in Maseru, Lesotho, the Clinton Health Access Initiative (CHAI) is looking for a Health Financing Analyst to support the Government of Lesotho in addressing challenges and planning for sustainable financing within the health sector, along with providing technical assistance in optimizing use of
financial resources available for health.

The analyst will provide critical support in the quantification and mapping of funding needs and available resources, understanding current costs of interventions, and helping the Government to identify funding gaps, and access additional resources. S/he will be working very closely with the Ministry of Health cooperating on a regular basis with donors, partner organizations and NGOs.

Responsibilities:

  • Provide robust analytical and problem solving support to the CHAI Lesotho team in the following (but not limited to) areas:
  •     Supporting the Resource Mapping exercise of Health Sector through data entry and analysis
  •     Supporting the costing of relevant MOH strategic plans as requested
  •     Analyzing innovative financing mechanisms in the health sector;
  •     Reviewing financial flows to assess potential for improved efficiency of health programs or interventions;
  •     Understanding current resource expenditure in the health sector and modeling future trends;
  •     Analyzing specific funding flows and supporting the identification of potential areas of inefficiencies, resource needs, and resource reallocation;
  •     Support design and implementation of long term health financing strategic plans;
  •     Process evaluation for improvement of health system budgeting and planning policies and tools; Any other tasks assigned by the Program Manager or Country Director

Qualifications:
  •     Bachelor's degree and at least 3 - 4 years of professional experience
  •     Very strong quantitative skills, including significant experience with financial modeling in Excel
  •     Strong communication skills, including the ability to prepare compelling presentations and policy/planning documents
  •     Strong diplomatic and interpersonal skills, and ability to build strong professional relationships with a range of stakeholders
  •     Excellent organizational and problem solving skills
  •     Ability to multi-task and to be effective in high-pressure situations
  •     Ability to work independently on complex projects Advantages:
  •     Experience with working in public sector policy/planning, public sector finance, management consulting, or other relevant private and public sector experience
  •     Experience working in developing countries, particularly in the health sector
  •     Understanding of donor funding mechanisms and processes
  •     Experience working with recipient country governments and international partners in country
  •     Knowledge, experience and interest in innovative financing approaches for developing countries
