Objectives of the role:

This is a role providing overall management responsibility as the Team Leader for an EC funded project. The project goal is the enhanced co-ordination and management of the Official Development Assistance (ODA) across all spheres of the South African Government as well as enhanced visibility for South Africa ODA on a global level. Experience in public sector development in Sub-Saharan Africa is required. Specific experience in South Africa and knowledge of a local language would be an advantage.

Length of the project: 21 Months

Start Date: August 2013

Duties and Responsibilities:


  •     Provide overall management of programme objectives and performance
  •     Manage other programme team members
  •     Act as lead liaison between contracting authority and beneficiaries
  •     Provide technical backstopping to project activities
  •     Organise inputs of non-key experts
  •     Ensure timely delivery of reports and other deliverables of the project to the contracting authority to a high standard
  •     Monitor project costs to budget
  •     Provide input into the development and implementation of the programme cycle management facets of the training and capacity development

Key Skills & Qualifications:

  •     Fluent command of written and spoken English
  •     Ability to liaise with government agencies and private sector organisations
  •     Proficiency in full project cycle management as a team leader, including excellent planning, forecasting, monitoring and reporting skills
  •     Proven team leadership and coordination of an international team
  •     Excellent communication and drafting skills, particularly used in report writing
  •     Experience with the management of EC projects is advantageous

Education:
  •     Post-graduate University degree (Masters level or higher) with one of the following disciplines; Economics, Development, Project management, Public or Business Administration or equivalent

General Experience:

  •     Not less than 10 years of work experience in development and/or capacity building programmes. This should include field level experience
  •     Field level experience gained in a broad range of sectors and institutional environments, such as NGO's and government
  •     Previous work experience in developing countries and/or Sub-Saharan Africa

Specific Experience:
  •     Specific experience of at least 10 years is required in the implementation and monitoring of economic growth or public sector development programmes, including at least 5 years in Sub-Saharan Africa working on projects.
  •     Previous experience with EC projects is an advantage.
