Objective of the programme:
This large scale programme aims to promote regional food market development in East and Southern Africa. The programme will utilise the Making Markets Work for the Poor (M4P) approach and value chain development methodologies to ensure that interventions are pro-poor and inclusive of vulnerable groups. The programme will work on national and regional food staples markets, including:

    Supply chain coordination and information systems
    Markets for inputs and services
    Storage and collateral systems
    Regional and National Policy coherence

Objective of the role:
We are seeking applications from highly experienced experts for the role of Market Systems Specialist. The role of Market Systems Specialist will involve working with the various stakeholders in identified market systems (value chains) to facilitate interventions that will enhance regional trade, efficient value chain coordination and reduced transactions costs nationally and regionally. The market systems specialist must be able to communicate at all levels of the value chain from small farmers to executive level discussions with key decision makers in the private and public sectors.

Duties and Responsibilities:

  •     PSD or value chain experience in SSA or Eastern Africa
  •     Making Markets work for the poor (M4P) experience essential
  •     Supporting and overseeing the development of a comprehensive market analysis, using an M4P approach
  •     Ensuring the participation and engagement of key stakeholders
  •     Engagement of key stakeholders within value chains to facilitate change
  •     Understanding key opportunities and constraints within the identified countries and developing strategies for overcoming these in consultation with the Market Development component leader

Requirements:

  •     Advanced degree in Economics, Business or Development Studies
  •     Minimum 10 years of experience working on private sector development projects globally and preferably in East Africa or in other Sub-Saharan African countries
  •     Value Chain Experience in Rice or Maize
  •     A minimum of 5 years experience using the M4P approach/market development
  •     Working knowledge of DFID and donor funded projects desirable
  •     Working knowledge of DFID's Value for Money approach preferred
  •     Experience addressing gender inequality and promoting women entrepreneurship and employment
  •     Direct private sector experience preferred
  •     Fluency in English (both written and oral) is essential and fluency in local languages

Project Location: The project will be based in the Southern / Eastern Africa

Length of the project:5 years

Anticipated Project Start date:December 2012
