The Thogomelo project is designed to build South Africa's capacity to care for its community caregivers and protect children left vulnerable by the AIDS pandemic. PATH seeks a Senior Finance and Administration Officer to support the implementation of the two Thogomelo Projects working with support from USAID to train carers of caregivers for OVC and the Khusela Project, working in three provinces in South Africa to integrate Nurtrition and Counselling Support Services in primary health care services working closely with the Provincial Departments of Health and PEFPA implmeting partners.

The Senior Finance and Administration Officer, reporting directly to the Director of the Khusela Project and working closely with Country Program Leader (CPL) for PATH in South Africa on the Thogomelo project, will be responsible for managing budgets, forecasting, analysis and financial reporting in compliance with PATH and donor requirements and management components of the projects.

Specific responsibilities include:

  •     Track life of project expenditures against budgets informing program staff of individual project status.
  •     Analyze and interpret monthly expense reports and labor reports for project.
  •     Review financial reports to donors prepared by headquarters.
  •     Prepare and maintain monitoring system for sub-agreements.
  •     Oversee the issuance of consulting services agreements, work orders, and purchase orders in compliance with PATH policies.
  •     Oversee and review sub-recipient proposals and documents to assure compliance with PATH's and the donor's standard provisions.
  •     Oversee financial monitoring and assist with the coordination and financial management of project sub-agreements in accordance with proper accounting principles and donor requirements.
  •     Manage annual work plans for projects in consultation with project and country leaders.
  •     Facilitate group meetings, including setting agendas, reviewing minutes, and following up on action items.

Required Skills

  •     Working knowledge of major donor contracting.
  •     Proven financial management and budgeting skills.
  •     Demonstrated administrative and/or project management skills.
  •     Excellent organizational practices.
  •     Basic knowledge of IT and network systems.
  •     Demonstrated success working in a team environment with program and technical staff.
  •     Excellent oral and written communication in English.
  •     Demonstrated proficiency in MS Office, including Excel, Access, and Word.

Required Experience

  • Advanced degree in finance and / or administration with a minimum of eight years experience in administrative and / or project management and contract functions that demonstrate skill in budget development, financial tracking and analysis, and the design, implementation, and management of project coordination systems; or an equivalent combination of education and experience. Experience working with major donor awards also required.
