Overview:


Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, Malaria and other illnesses.
Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

Summary of Position:
The Finance Manager will establish and maintain working relationships with corporate headquarters in the United States and members of the South Africa country team. S/He will work as part of the accounting and finance team to provide financial reporting and analysis, budgetary support and act as a liaison between corporate headquarters and local staff members. S/He will report to the Operations Director, Deputy Country Director and Country Director.

Responsibilities:

Develop an in-depth understanding of individual programs/budgets.


  • Review and process monthly country accounts, perform required monthly reconciliations, and review monthly expenditure reports; review preliminary accounts and prepare adjustments; review variance analysis; review investigate variances, and comment; check final monthly accounts. Reconcile the monthly amount due to the head office in Boston. Monthly and annual reconciliation of expenditure against donor funding and budget.
  • Manage the budgeting and donor reporting functions of the organization. This includes leading the annual budgeting process, donor reporting and grant position management, as well as financial reporting and analysis for the country team. Prepare financial information for donor proposals and respond to donor queries.
  • Banking – Manage Treasury function ensuring that there are sufficient funds in the current account to meet payments; invest surplus funds in Daily Call accounts to earn interest; transfer between donor accounts and current accounts in accordance with donor requirements. Authorize payments on internet banking and ensure approval has been given for payments, and records are maintained of payments. Liaise with bank on all matters concerning the management of the accounts and internet banking system. Initiate overseas transfers and manage the NedTreasury system.
  • Payroll – manage the preparation of the monthly payroll and ensure it is prepared in a timely manner to pay local staff at the agreed time each month. Liaise with the outsourced payroll processor and inform of any changes. Review the monthly payroll reports. Liaise with SARS on tax matters for PAYE and IT.
  • Manage the financial systems, finance staff, global accounting controls and procedures
  • Oversee the development, establishment and enforcement of accounting policies and procedures. Ensure compliance with generally accepted accounting principles and US federal regulation requirements, in addition to ensuring local compliance where it differs with US federal regulations requirements.
  • Oversee cash management (forecasting and managing cash flow requirements), debt management and investment management. Coordinate and implement appropriate plan for control of fiscal operations.
  • Manage internal controls and audit functions. Ensure accurate preparation and issuance of internal and external financial reports (including review and assessment of current accounting and financial reporting systems).
  • Validate financial compliance reporting, including required tax reporting and filings. Lead in-country audits when required. Prepare and present financial analysis and reports on fiscal health of country program. Provide regular adequate supervision, coaching and feedback to reporting employees.
  • Contracts management; ensure compliance with organisational policies, maintain physical copies, supplier/contractor compliance.
  • Develop strong relations with field personnel in provinces.
  • Manage high level communications with organisational headquarters review of financial aspects of all contracts .
  • Prepare weekly and monthly reports on the progress of the Finance team.

Qualifications:

  •     South African Citizen or Permanent Resident willing to be based in Pretoria, South Africa.
  •     ACCA or CASA qualified/part-qualified Chartered Accountant and Undergraduate degree in accounting or related field.
  •     2-4 years professional accounting/finance experience with exposure to general ledger and budgets.
  •     International NGO management experience a plus.
  •     Ability to prioritize, multi-task and take initiative.
  •     Excellent interpersonal and organizational skills needed as well as strong attention to detail.
  •     Ability and willingness to work with discretion in confidential matters.
  •     Proficiency with Microsoft Office Suite with advanced Excel spreadsheet capability. Proficiency with Pastel Accounting Software a plus.
