CARE is seeking an experienced Emergency Liaison Officer (ELO) to provide critical coordination and support to CARE International’s emergency preparedness and response in Southern Africa in the following countries: Zimbabwe, South-Africa/Lesotho – Madagascar – Mozambique – Malawi and Zambia.
Please note: For this position, we are seeking someone based in her/his own country (either: Zimbabwe – South Africa – Lesotho or Mozambique), who will be attached to the CARE country office and seconded to the CARE Regional Office of SARMU (Southern Africa, Regional Management Unit). Applications from persons based in other countries will not be considered.
In-between emergencies s/he works with country offices, lead member’ management, strengthening capacity for preparedness, emergency response, strengthening humanitarian policy, and other related priority areas, in order to strengthen CARE’s humanitarian capabilities across the region.
S/he also represents CARE externally at regional level in the humanitarian field with key forums, partners and donors, in South Africa and other locations--depending, develops a contextual understanding of the region, and undertakes appropriate humanitarian policy and analysis.
During major emergencies, the ELO will often be the first rapid response staff member to deploy from outside the country office and supports initial response startup by the country office. The liaise should ensure consistency with CI global humanitarian approaches and standards. The ELO reports to either the CARE International Emergency Unit or to the Regional Management Unit (Still under debate).
Responsibilities
Emergency Preparedness Plans and Gender: She/he will support either the development of EPP in countries, which do not have one yet – will support all COs in updating their existing EPP and will organize the development of a regional EPP in a participatory manner. In addition to regular components of the EPPs, She/will make sure to integrate a Gender approach and define minimum standards aligned with CARE International standards at both levels: COs and Regional. She/he will coordinate with the CARE Gender Equity and Diversity groups to maximize the learning process. Given the high levels of HIV and Gender Based Violence in the region, it is an absolute necessity to strengthen our COs’ ability for better Emergency programming.
Response: In case of an emergency occurring in any countries in the region, she/he could be immediately deployed to support the early stage of the response and to ensure a quality response in line with our humanitarian frameworks and standards. In addition he will immediately link into the CI network to ensure support for the CO.
Humanitarian Coordination and Visibility: She/he will systematically represent CARE in Southern Africa RIACSO, meetings in Pretoria with Oxfam, donors, meetings with WFP and any other meetings that will allow CARE to be increasingly visible, to contribute to the humanitarian debate, to attract new funding, to learn from each other and to transmit the appropriate information/documentation, etc to the COs and to the RMU.
Reporting and documenting: She/he will fulfill the “grant” requirements for reporting and will provide all other reports that might be required by the Regional Management Unit for the benefit of the Organization as a whole. Documenting the learning will be highly encouraged and supported by the RMU.
Coordinate with CARE International Emergency Group and CI members as appropriate
Monitor and develop understanding of ongoing country/ regional contexts and vulnerabilities and risks and produce regular updates
Work with country offices, CEG’s HR coordinator, and technical specialists to support the staffing of the RED with qualified and skilled staff within the region readily available to participate in CARE responses to emergencies within and outside the region
Perform other duties as assigned
Required
• Masters degree, or relevant combination of qualifications and experience, in a relevant field
• At minimum 5-7 years experience in humanitarian preparedness, risk reduction and response;
• Experience and knowledge of the region
• Experience in programme design, management, implementation, monitoring and evaluation, including SPHERE standards, donor relations, security and protection considerations
• Experience in scale-up emergency response
• Excellent training, coaching, facilitation and mentoring skills
• High level of writing and communication skills
• Willingness to spend high proportion of time traveling away from home (approx 50%) and be deployed with limited notice period
Language skills: English is a must, and French & Portuguese desirable
Salary and Benefits: US : 50,000/year
