Background


The HDR is a flagship publication of UNDP whose primary purpose is to foster human development globally. The concept of human development places people at the centre of the development processes; how their choices can be expanded so that they can live long, creative lives in freedom and dignity, being educated, having a decent standard of living and enjoying political and civil freedoms to participate in the lives of their communities, societies and global sustainable development.

The theme of the NHDR 2014 is ‘Leveraging the power of youth for human development’. It focuses on youth and issues pertinent to the youth in Lesotho in the context of sourcing their energy and resourcefulness for national processes targeted at human development. The NHDR 2014 aims at bringing forth diverse aspects of youth in Lesotho’s development with the aim to contribute to evidence-based policy recommendations specifically in the areas of demography, rural development (including agriculture and food security), education and employment, health, participation in governance, ICT, environment and gender.

Duties and Responsibilities
The following are the functions of the NHDR authors and the outcomes expected from the work of the authors:


  •     Develop NHDR chapters by presenting and assessing relevant achievements and obstacles and the current situation in the country and region based on the latest available data. This work should reflect an awareness of HDR standards in terms of quality.   •     Supply a complete list of data sources and bibliographic references;
  •     Embark on consultation and other participatory approaches involving youth groups and organisations in the collection of new data and qualitative information to fill knowledge gaps. Ensure consistency in the logical links among the various contributions to the final product that relate to the author’s field of expertise;
  •     Participate in brainstorming sessions and other efforts to establish an appropriate methodological approach in the preparation of the report. Help define the final structure of the report;
  •     Provide well-documented recommendations based on the particular analysis relevant to the author’s field of expertise. Contribute to the identification of general conclusions and recommendations for the report;
  •     Participate in the launch of the report and other follow-up events to address media inquiries and public requests for information about relevant report findings. Contribute to the development of the media and communications strategy and the efforts at outreach and advocacy that are to be undertaken following the launch.

  •     Strong writing and oral communication skills, with demonstrable quality reports or publication;
  •     Strong analytical skills, including in the identification of key issues and how they relate to human development in the context of Lesotho Ability to conceptualize problems and generate innovative, practical solutions;
  •     Ability to plan for and produce quality results in meeting established goals;
  •     Openness and an ability to share knowledge and experience, offer helpful advice and respond positively to critical feedback and differing points of view;
  •     Ability to consult with relevant institutions/organizations (Ministries, the private sector development partners, and civil society organizations and individuals).
  • Required Skills and Experience

Education:
    A recognized Masters degree, preferably a Ph.D., in any of the areas of expertise specified in the experience below.

Experience:

At least 10 years of relevant experience in academia or research in at least two of the following areas:

  •     Youth Demography
  •     Youth rural development including agriculture (both urban and rural) and food security
  •     Youth education and employment
  •     Youth health
  •     Youth Participation in governance
  •     Youth and ICT
  •     Youth and Environment
  •     Youth and Gender

Language requirements:
    Excellent command of English;
    Spoken and written knowledge of Sesotho would be an added advantage.
