Background
The South Africa Sustainable Response to HIV/AIDS and TB is a CDC funded project with Health Systems Trust (HST) as the prime partner to CDC. The project is being implemented in 12 districts across 5 provinces in South Africa. There are three (3) work streams within the SA SURE project: Leadership and Management; Clinical Governance and Health Information System. Management Sciences for Health (MSH), as a sub-partner to HST, has been designated responsibility for the Leadership work stream of the project. The aim of this work stream is to:

• Strengthen management and leadership at district, sub-district and facility level to support an integrated comprehensive service delivery that is linked to better health outcomes. This includes:

o Strengthening management and leadership of HAST committees at district and sub-district level to improve HIV and TB outcomes

Mentor and coach managers at district, sub-district and facility level to identify challenges within the HIV and TB programs, and lead district teams to address these challenges and achieve results.

    Client Responsibilities:

  • The Leadership Development Technical Advisor will play active roles towards the accomplishment and achievement of the SA SURE project goals in the supported districts through the following:
  •     Under the strategic guidance of the Project Director, the Leadership Development Program (LDP) Technical Advisor will function as part of a team of LDP facilitators to develop, mentor and coach the SA SURE HST Leadership Mentors in facilitating the LDP at different levels in the district to improve service delivery results (in particular’ HIV/AIDS and TB results).
  •     Conduct LDP workshops in the supported districts in partnership with SA SURE Leadership Mentors. These workshops should be targeted at improving leadership capacity at all levels in the district to improve HIV and TB outcomes in the SA SURE supported districts.
  •     Support the district leadership mentors in using tools and techniques from the LDP to mentor and coach district management teams in strengthen the planning processes in the districts; in particular, the district health plans and the Annual Performance Plan.
  •     The Leadership Development Technical Advisor is required to apply his/her specialist knowledge, skills and experience in supporting the achievement of the MSH program objectives. Familiarity with the LDP is a plus.

    Work closely with SA SURE team members and foster team work at all times.

    Internal Responsibilities:
The Leadership Technical Advisor will support the functioning of MSH SA SURE Project through the following:
1. Providing support to team members and other staff on integrating clients’ needs for institutional capacity building into project work plans and budget projections.
2. Drafting internal reports (Monthly, Quarterly, Semi-Annual and Annual) and/or communications as needed.
3. Making your Team Lead aware of opportunities to expand MSH work and impact.

Qualifications
  •     Master’s Degree in Public Health or related field plus a minimum of 4 years relevant capacity building experience or Bachelor’s degree with a minimum of 8 years relevant experience, preferably in HIV and AIDS interventions in the South Africa (Training experience in the health sector a plus) or nursing background with at least 10years experience in the district health system in South Africa with progressive responsibility
  •     Familiarity with the South Africa district health system
  •     Familiarity with the district health planning processes
  •     Superior facilitation, presentation and interpersonal skills with demonstrated success in promoting multi-organizational collaboration
  •     Ability to work in a team
  •     Familiarity with Microsoft Office Suite
  •     Fluency in English is a must
