Description Position Summary: Pact seeks a Monitoring & Evaluation (M&E) Director for a five year USAID-funded capacity development support project in South Africa. The aim of the project is to support the goals of PEPFAR and those of the South African Government’s (SAG) National Strategic Plan to transition to country ownership by promoting sustainability of local organizations and provision of grant management support to develop local capacity. The project consists of three components–Grant Award and Management; Institutional capacity-development of indigenous organizations; and Capacity development assistance to the SAG.
Responsibilities:
• Provide technical support to the MERL team in the design of programs including drafting logical frameworks, articulating theories of change and representing how the program will attain and measure its achievements.
• Provide training and mentoring support to partners and SAG to review overall M&E plans, outcome measures, data management strategy, data quality audits and how using their data for decision making.
• Provide technical assistance to partners and SAG in the design of evaluations including developing terms of reference, designing tools, providing sampling guidance, data analysis guidance, assistance on how to manage and prepare for evaluations.
• Conduct technical training in measurement to improve the capacity of MERL staff to design, analyze, aggregate and use data for decision making.
• Write M&E frameworks, literature reviews and evaluations
• Track partners program progress against targets (for key donor indicators) on a quarterly basis synthesize data.
• Lead the MERL team to develop data/evidence packages for specific programs and technical areas for use in communication materials
• Lead the MERL team to conduct costing analyses of partners programs, specific interventions, costs per beneficiary, etc.
• Oversees staff conducting in-depth assessments for reporting on program activities.
• Coach and train others in designing M&E methodologies and tools and utilizing methodologies and tools.
• Perform other duties, as assigned.
Qualifications:
• Minimum of a Master’s degree in public health, demography, biostatistics, statistics, or a related field;
• Minimum of 5 years of work experience managing data intensive programs in designing, monitoring and evaluation methodologies;
• Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators;
• Knowledge of M&E issues with respect to system strengthening/capacity development and service delivery strengthening related to HIV/AIDS
• Experience in designing M&E methodologies and tools, and the ability to coach and train others in their use;
• Demonstrated Capacity Development experience and knowledge to provide support and guidance to program staff on design, monitoring and evaluation;
• Demonstrated experience in analyzing, interpreting, and reporting on M&E results so that lessons can be learned and incorporated into programming.
• Demonstrated capacity to coordinate and implement evaluations, including experience developing terms of reference, recruiting, training and managing a diverse team;
• Excellent ability to communicate effectively in English, both verbally and in writing.
