Purpose: Under the direct supervision of the Chief of Operations and with secondary reporting line to the Regional Chief of Supply, the incumbent will manage the Botswana, Namibia, Lesotho, Swaziland, and South Africa (BNLSS) Procurement Centre. The incumbent will also be responsible for: 1. Procurement, distribution and monitoring of programme supplies and services in support of the Country Programmes of Botswana, Namibia, Lesotho, Swaziland (BNLS) 2. Procurement, distribution and monitoring of all UNICEF supplies and services in support of the Country Programme of South Africa 3. Institutional contracting is particularly important component of the work Key Expected Result: 1. Participates in Country Programme strategy planning preview and review meetings of BNLSS to advise on supply and contracting requirements. Assists in developing the supply and services component of the Country Programmes, including systems for the procurement and distribution of supplies & services.
Responsible for Supply and contract Planning through coordination with the Programme Sections in South Africa and BNLS country offices. Provides technical advice on procurement specifications,ToR for institutional contracting and supply and services administration. When required, develops plans for emergency supply assistance, in accordance with UNICEF Emergency Policies and Guidelines.
Develops and implements logistics planning through coordination with sections in South Africa and BNLSS country offices, provides technical advice/supervises logistics arrangements, facilitating efficient clearance, storage and distribution of supplies and equipment to end-users from ports of entry and warehouses.
Supports Common Services Initiatives: (1) Implement cost savings strategies and initiatives through Common Services contracting
(2) Lead inter-agency Procurement Working Group to establish common services contracts, as dictated by the Operations Manangement Team (OMT)
Serves as SACO SME for Supply, contracts and Warehouse functions. Provide training and clinics to SACO and BNLS staff, as required. Revise Supply/Procurement work processes to exploit SAP functionality, particularly in light of BNLSS consolidation Performance monitoring of service level agreements with the BNLS countries, regular reporting to stakeholders and preparation of KPIs.
Conducts market research, identifies and recommends potential local suppliers and service providers in South Africa and BNLS countries. Maintains files/database and evaluates supply sources' and service providers' overall performance, (competitive pricing, quality and timely delivery). Assesses supply administration and control mechanisms, and advises on appropriate actions.
Ensures competitive bidding for all supplies and services. Establishes LTAs and oversees preparation of purchase orders and institutional contracts. Acts as the secretary and advisor to the CRC.
Undertakes field visits to project sites and BNLS offices to inventory and monitor supply inputs. Proposes corrective actions to improve logistical procedures.
Identifies training needs and develops training activities in supply and contract management for UNICEF's staff/consultants and counterparts, designed to improve supply and service delivery.
Qualification: Advanced university degree in Business Administration, Management, Economics, Supply Chain Management, Supply, Logistics, Procurement, Purchasing, Contract/commercial Law or a directly related field(s) is required. A valid professional certification (CSCP; CSCM; CPSM; SCMP; etc.) from an accredited supply management institution, in conjunction with a relevant first-level university degree, may be taken in lieu of an advanced university degree.*
A minimum of five (5) years of relevant experience at the national and international levels in supply, logistics, purchasing, contracting, administration and/or other related technical fields is required. Experience in Construction and Rehabilitation would be an asset.
*A first level university degree in a relevant technical field (as identified above), in conjunction with seven years of relevant work experience in supply, logistics, purchasing, contracting, administration and/or other related technical fields, may be taken in lieu of an advanced university degree.
Fluency in English is required. Knowledge of an additional UN Language (Arabic, French, Spanish, Russian, Chinese) is considered an asset. Competencies: Communicates effectively to varied audiences, including during formal public speaking.
