Objectives of the role:

The Communications, Visibility and Knowledge Management Expert will assess the requirements of the South African ODA strategy and development and implement training that will capacitate various spheres of government in visibility, communication and inter-departmental knowledge management best practice. The project goal is the enhanced co-ordination and management of the Official Development Assistance (ODA) across all spheres of the South African Government as well as enhanced visibility for South Africa ODA on a global level. Experience in public sector development in Sub-Saharan Africa is required. Specific experience in South Africa and knowledge of a local language would be an advantage.

Duties and Responsibilities:


  •     Planning and implementing a gap assessment of the communications, visibility and knowledge management policy and strategy for the Official Development Assistance Department of the National Treasury.
  •     Develop a strategic communication intervention to drive visibility of projects/programmes
  •     Drive communication and stakeholder relations including liaising with different spheres of government and serving as a knowledge on matters relating to ODA
  •     Planning and implementing a training and capacity development needs assessment in relation to the department's communications and knowledge management policy.
  •     Development and implement capacity development activities aimed to promote sound communication, visibility and knowledge management practices within and between various governmental departments, levels and external stakeholders.
  •     Promotion of the Department National Treasury's ODA visibility within government and with external stakeholder's particularly international ODA authorities through liaison with various media organizations.
  •     Communicate results or activities and lessons learned on the programme through use of social media, newspaper, seminars, reports and website communication

Key Skills & Qualifications:
  •     Fluent command of both written and spoken English
  •     Excellent organisational, communication, analytical and document drafting skills
  •     Excellent computer skills

Education :

    Post-graduate University degree (Masters level or higher) in one of the following disciplines; Public Relations, Communications or Journalism or equivalent

General Experience:

  •     Minimum of 10 years' experience in developing and driving communication strategies on different programmes
  •     Minimum of 10 years' experience engaging with governments, donors on development oriented programmes)
  •     Minimum of 5 years of project management experience related to specific project focus
  •     Management of/ experience on EU funded projects is an advantage

Specific Experience:

  •     Minimum of 5 years of driving strategic interventions to enhance visibility of projects (technical aspect)
  •     Minimum of 5 years of experience in stakeholder engagement, using different media to drive communication, knowledge management and capacity development
  •     Experience in implementing communication, knowledge management and visibility strategies in Southern Africa and working with the Department of National Treasury.
  •     Previous experience with EC projects is an advantage
