OBJECTIVES OF THE PROGRAMME :
The main objective is to strengthen country capabilities in designing, managing and evaluating health care financing policies and programs and in economic analysis, planning and health information systems.
Description of duties:
Summary of Assigned duties:

Under the supervision of the WHO Representative, the incumbent will carry out the following duties:

1.Contribute to economic analysis of health financing policies and strategies including assessing, designing and monitoring of National Health Insurance in South Africa in line with WHO orientation and framework to Universal Health coverage.
2.Undertake economic analysis to generate evidences for advancing non-communicable disease control policies and programs.
3.Contribute to building capacities in the use of economic analysis or approached tools in health policy, planning and management including cost analysis in health facilities and provider payment mechanisms.
4.Contribute to strengthening capacity of health economic analysis through formal and informal trainings.
5.Contribute to developing national health information system including improvement of data collection and national health accounts.
6.Support research in health economics either carried out with national teams or contracted out to research institutions.
7.Advance WHO policies, programs and guidelines in health financing through analysis of health care financing strategies aimed at providing recommendations for improving health care financing.
8.Facilitate coordination among development partners under the Harmonization for Health in Africa framework as appropriate upon WR's request.
9.Cover other activities in economics and financing related to health as they emerge.
10.Other office activities upon WR's request.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in economics or health economics.
Desirable: Post graduate diploma or degree in economics or health economics.

Skills:
-Analytical skills in health economics and health care financing.
-Knowledge of principles of Project Management and operation research and applied statistics to health economics.
-Ability to adapt to multinational environment.
Experience:
Essential: At least 5 years of experience at national and international levels in health economics and health care financing. Experience in transitional and middle-income countries. Experience with health insurance funds regulation and health system financing options. Experience with National Health Accounts.

Desirable: Prior publication record desirable as indicator of measurably effective writing skills. Experience in economics of non-communicable disease control.
Languages:
Excellent knowledge of written and spoken English.
Annual salary: (Net of tax)
US$ 60,091 at single rate
US$ 56,091 with primary dependants     Post Adjustment: 36.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
