Specific responsibilities include:
- Lead the multi-partner monitoring and evaluation team, providing leadership and facilitation to the monitoring and evaluation strategic design and operationalization.
- Provide timely and high-quality ongoing technical assistance to team members
- Contribute to the refinement of the M&E framework and data system
- Accountability for standardized methodologies and tools in the areas of planning, monitoring and evaluation for development interventions with an aim to publish findings
- Assess the need for capacity strengthening at individual and institutional levels and identify appropriate means to address those needs such as training, peer support, performance improvement approaches, study tours, etc.
- Oversee the preparation of technical reports, operational plans, tools and materials needed to scale up and expand the grants management M&E approach. Provide technical assistance for the design and execution of special studies
- Assist to develop and disseminate reports and materials based on routine and non-routine data sources linked to decisions on HIV/AIDS program performance, priorities and future direction;
- Assist with the preparation of annual workplans, budgets and progress annual reports, identify the need for expert short term technical assistance and manage schedule of travel consistent with workplan;
- Liaise with other Directors on the internal, grantee and South Africa Government capacity needs
- Participate in relevant organizational research to develop new research questions in HIV prevention and other cross-cutting areas. Remain up-to-date with on developments and trends in the M&E environment.
- Perform other duties as requested.
Qualifications and Experience
- Minimum of a Master's degree in public health, demography, biostatistics, statistics, or a related field; Minimum of 5 years of work experience managing data intensive programs in designing, monitoring and evaluation methodologies;
- Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators;
- Knowledge of M&E issues with respect to system strengthening/capacity development and service delivery strengthening related to HIV/AIDS
- Experience in designing M&E methodologies and tools, and the ability to coach and train others in their use;
- Demonstrated Capacity Development experience and knowledge to provide support and guidance to program staff on design, monitoring and evaluation; Demonstrated experience in analyzing, interpreting, and reporting on M&E results so that lessons can be learned and incorporated into programming. Demonstrated capacity to coordinate and implement evaluations, including experience developing terms of reference, recruiting, training and managing a diverse team;
- In depth experience and understanding of South Africa's HIV and AIDS response and the workings of agencies such as USAID, CDC and PEPFAR and non-government foundations, and private sector organizations.
- Demonstrated strength in organizational leadership including overseeing the execution of multitask projects, interacting effectively in a multidisciplinary and multi-sectoral environment, and managing competing demands.
- Strong customer service ethos and proactive approach to service provision, as well as the ability to organize partnerships and maintain good relations with key partners.
- Excellent interpersonal, leadership and negotiating skills.
- Extensive and demonstrated knowledge of relevant HIV prevention evaluation literature.
- Excellent analytical and problem-solving skills.
- Excellent ability to communicate effectively in English, both verbally and in writing.
