II. Program Description:
The African Agriculture Fund (AAF) is a US Dollar based private equity fund with a 10-year life. AAF invests $5-20M in food and non-alcoholic beverage companies across Africa. The AAF created a Technical Assistance Facility (TAF) to enhance the development impact of its investments. The AAF's Technical Assistance Facility is funded primarily by the European Union, managed by the International Fund for Agricultural Development (IFAD) and implemented by TechnoServe.
The overall objective of the TAF is to support the medium-term economic development of SMEs and small farmers operating in the agricultural sector in Africa. To do this, the TAF provides grant funding to qualified AAF SME sub-fund investment targets. The TAF also provides services to support out grower farmers associated with SME or large commercial investments. More details on AAF TAF can be found here: http://www.aaftaf.org/
In the event that one individual with both skill sets is not available, TechnoServe would be open to hiring two individuals to cover the role. The details of the two components of the role are provided below.
III. Position Description:
The Program Director role consists of two components (roughly 50/50 split in terms of time)
1) TAF Overall Program Management
2) Specific TA Project oversight
Component 1: TAF Overall Program Management (estimated LoE of 10 working days per month)
a) HR - The team consists of full time Associate Advisor and part time Finance/Contracts Officer
Oversee TAF team's work, complete team approvals & attend to any other HR issues arising
b) Finance
Approve payments, review spend reports
Provide input into 2014 budgeting process & attend to other finance issues arising
c) Stakeholder management
Set agenda, facilitate logistics, prepare materials, attend and present at TA Committee meetings (Tentatively scheduled for mid-October, January and March/April)
Attend AAF Advisory Board meeting
d) Monitoring and Evaluation
Provide input into TAF Mid Term Evaluation & oversee implementation of impact evaluation initiatives
e) Reporting
Prepare and submit December 2013 progress report, TAF sections of AAF quarterly reports and prepare TAF report for AAF Advisory Board meeting in November
Component 2: Specific TA Project oversight (estimated LoE of 10 working days per month)
a) Oversight of existing TA projects
Review project progress and spend reports
Attend project steering committee meetings & ensure projects are on course to deliver results
b) Facilitate process of selecting TA Providers for new eTA projects - It is expected that this individual will need to oversee the tender process for 3-4 new projects in late 2013
Put together Request for Proposal (RFP) documentation & manage RFP process
c) Kick off new TA Projects - It is expected that this individual will need to kick off 3-4 new projects in late 2013
Schedule and run kick off call with company, AAF team, TA Provider
Agree M&E plan for the project using the TAF templates
d) Identify new potential TA Projects
Attend weekly AAF Main Fund pipeline/portfolio meetings
Work with TAF Associate Advisor to identify new TAF projects
e) Provide input into TAF Associate Advisor TA project design and implementation
Review and provide input into project scoping reports and TA Recommendations put together by the Associate Advisor

IV. Required Skills & Experience:
- Experience managing private sector oriented development programs especially those who have worked previously with Technoserve, the EC and IFAD
- Experience working on similar programs (i.e. involving sub award management, in agribusiness/supply chain management)
- Experience managing multi donor/multi country programs.
- Candidates must have experience managing a budget of over EUR0.5M p.a. and must be comfortable overseeing smart, dynamic team members.
- Management or strategy consulting experience (i.e. experience advising private companies), a good understanding of the financial services sector and experience of agricultural development program design.
- Fluency in French is preferred but not essential.
