INTRODUCTION
The ILO Decent Work Technical Support Team and Country Office for Eastern and Southern Africa (DWT/CO-Pretoria) in collaboration with the ILO Country Offices (COs) in Addis Ababa, Lusaka, Dar es Salaam, Harare and Antananarivo serves 16 countries in the sub region. It provides advisory services, capacity building and technical assistance to governments and social partners mainly through Decent Work Country Programmes, aimed at promoting the ILO Decent Work agenda in the context of political, economic and social transformation.As a member of the DWT/CO-Pretoria team, the Technical Specialist will be responsible for providing policy advice and technical assistance to ILO's constituents on employment Intensive Investment dimensions to influence infrastructure investment policies in order to maximize their impact on employment creation and poverty reduction.The Specialist will have a lead role in promoting the inclusion of employment intensive investment (EII) in the Decent Work Country Programmes (DWCPs) in the countries of coverage as well as developing close relationships with development partners for programmes development. S/he will receive technical guidance and advice from the Employment Intensive Investment Unit (EMP/INVEST) of the Employment Policy Department and other relevant technical units at headquarters. The Specialist's activities will encompass policy advice, programme development, technical support/backstopping, capacity building and promotion of International Labour Standards (ILS) and tripartism. S/he will work in close cooperation with the other specialists in the DWT/CO team and the Chief Technical Advisers of Projects at the country level. The Specialist will report to the Director of DWT/CO-Pretoria.

Description of Duties

Specific duties


1. Provide policy advice to ILO's constituents and international funding agencies on the adoption of employment intensive policies and programmes. This involves building up national capacities at central and local government levels to get the buy-in for using infrastructure investment policies to maximize their impact on employment creation and poverty reduction.

2. Analyse general trends and developments in the countries of the sub-region which have a direct bearing on the formulation and implementation of employment-intensive investment policies, strategies and programmes. Evaluate the national, sectoral and local policies and strategies and assess how employment-intensive investments can effectively support these.

3. Develop and maintain close working relationships with donors and lending agencies (UNDP, WFP, multi-bilateral and bilateral donors, World Bank, African Development Bank, etc) and with other relevant organisations (UNEP, UNCHS/Habitat, etc) with a view to entering into collaborative arrangements and mobilising resources for project proposals.

4. Lead and ensure smooth operations of EII programmes/projects by: developing implementation plans; ensuring timely provision of ILO inputs especially technical expertise; and assuming responsibility for staffing matters among technical cooperation staff and consultants.

5. Provide technical advice to the Directors of the concerned Country Offices in the area of employment-intensive investment programmes to respond to the defined needs of the ILO's partners as expressed in the DWCPs. Participate in joint missions so as to promote ILO objectives.

6. Assist relevant technical, economic and planning ministries and local authorities in identifying, developing and running employment intensive investment programmes to create employment and reduce poverty. Assist these agencies in strengthening their capacity to implement these programmes.

7. Identify technical assistance and training needs regarding the implementation of employment-intensive investment programmes. Develop, establish and conduct seminars, workshops and technical meetings and training courses in building up national capacities to formulate sound policies and strategies in support of EII programmes.

8. Perform any other tasks related to his/her area of expertise assigned to him/her by the Director of DWT/CO-Pretoria

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

    Lead, organize, plan, supervise and control the work of a technical unit (including managerial functions).
    Design and promote a wide range of special subject-matter-related programmes, This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization.
    Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
    Assume full responsibility for policy formulation and providing policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.
    Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding.
    Evaluate the efficiency and effectiveness of the project activities.
    Lead technical advisory missions.
    Conduct seminars, workshops and technical meetings.
    Prepare recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.
    Write manuals and training guides on related topics.
    Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.
    Monitor and coordinate research carried out by junior technical officers and external collaborators.
    Provide technical inputs to office documents (sectoral meetings, technical committees, conference reports, Director General's report to ILC).

Required Qualifications
Education
    Advanced university degree in Civil, Environmental Engineering or other related discipline with demonstrated expertise in rural infrastructure development, institutional development and capacity building programmes.

Experience
    Ten to fifteen years' experience of which at least seven years at the international level including field experience in working with employment Intensive Investment programmes, project management or related fields in a senior level position.
    Familiarity with policies/ procedures relating to multilateral development cooperation projects would be an asset.

Languages

    Excellent command in spoken and written English is required. Good knowledge of a second working language of the ILO is an added advantage.

  •     Demonstrated and recognized technical and /or managerial leadership in carrying out the objectives and policies of the related work unit, demonstrated technical expertise to devise new methods, concepts, approaches and techniques, leading to development of ILO standards and technical guidelines and ability to prepare ILO strategy reports in the related field for programme development, the ability to provide policy advice and the ability to manage large projects to coordinate activities among projects.In addition to the ILO core competencies, this position requires:
