Rapid Review of UNFPA’s Options in Utilizing E-Learning for Promoting Sexual and Reproductive Health and HIV Prevention Among Young People in Eastern and Southern Africa (ESA)

Duration: 15 consultancy days

Purpose: To conduct a rapid review of existing e-learning/e-communications opportunities for young people’s SRH/HIV prevention, summarize the main trends and develop recommendations for UNFPA’s future action with a focus on family planning, HIV prevention and maternal health
Description: Electronic media present new opportunities for promoting learning on SRH/HIV prevention and uptake of related services. A number of players have started initiatives using electronic media for learning about a variety of issues. Different options have become available: interactive web-pages, self-administered online courses, youtube-videos, peer-to-peer discussion fora and facebook pages. At global level, UNFPA is working with Intel towards e-learning courses for frontline health workers. Young people in Africa have increasing access to new media, which presents a great opportunity to increase knowledge about SRH and HIV and makes young people a particularly important target group. This rapid review seeks to establish options for UNFPA action in utilizing these new media in the ESA region. UNFPA maintains a network of country offices and implementing partners including youth networks in all countries of Eastern and Southern Africa, which could promote and complement UNFPA e-learning activities.
Deliverables:
• A brief options paper on trends and potential areas for UNFPA involvement in E-learning on SRH/HIV prevention among young people.
Reports to:
• Technical Advisor HIV/AIDS and Technical Advisor Young People
Location:
• The consultancy primarily involves desk work, which the consultant is expected to deliver from his own work space. Meetings at UNFPA may require travel to Johannesburg. Key informant interviews can be held via telecommunications.
Specific tasks:
• Conduct an internet search on major e-learning /communications opportunities on SRH/HIV and list and briefly describe any major high-quality e-learning initiatives on SRH/HIV in a concise table to be annexed to the paper (4 days);
• Collect related strategic information on issues such as media use trends, technological opportunities and any other issues relevant to the review (2 days);
• Conduct key informant interviews with key players in e-learning (2 days);
• Conduct key informant interviews with young people to be identified through UNFPA COs and partners (2 days);
• Draft a brief options paper (4 days) including;
o Synthesis of existing e-learning /communicationsopportunities for SRH/HIV (brief table to be annexed); o Gaps in terms of content, tools and target populations; o Most promising types of media, approaches, potential partnerships or modalities for outsourcing; o Key options for UNFPA to get involved in e-learning based on our comparative advantage; o Concise recommendations for UNFPA in East and Southern Africa. • Present findings to UNFPA ESARO staff (1 day);
Minimum qualifications
• Masters degree in media studies, communications public health / health promotion, social sciences, psychology or a related field;
• 7+ years experience in health promotion through one of the following fields: Social and Behavior Change Communication, health promotion including for young people or sexuality education;
• Experience in one of the following fields: mass media communications, electronic media production or e-learning;
• Experience in providing strategic direction and providing sound judgement at a senior-level;
