Technical assistance to strengthening the resource base for SRH/HIV prevention related work in UNFPA COs in the ESA region
Required: Senior consultant (technical writer)
Duration: 30 consultancy days (maximum)
Purpose: To support UNFPA COs in developing programme and funding proposals in the field of HIV prevention including its SRH linkages
Description: In the UN Division of Labor on HIV, UNFPA is a convener on preventing sexual transmission, HIV prevention among young people, key populations and HIV prevention among women and girls. Currently this large responsibility is not consistently matched with programs at country-level. In the 2013 UNFPA RCM, COs cited limited human and financial resources as the major constraint for UNFPA in playing its role more pro-actively. To address this core challenge of UNFPA’s SRH/HIV programming, UNFPA ESARO will intensify regional support to strengthened HIV programming with proposal development and resource mobilization as key entry points. As part of this process UNFPA ESARO will hold a regional meeting with UNFPA focal points from HIV high-impact countries in the third quarter of 2013. In addition, UNFPA seeks the support of a consultant to work closely with UNFPA COs in elaborating plans for expansion of UNFPA programming capacity at country level including targeted funding proposals initiated in the regional meeting.
Deliverables:
• Finalized strategic directions for COs, concept notes and targeted funding proposals (elaborated in collaboration with UNFPA COs) Reports to:
• Technical Advisor HIV/AIDS, UNFPA, for the regional UN HIV prevention working group Location:
• The consultancy involves desk work, which the consultant is expected to deliver from his own work space. • Travel to Johannesburg for the regional meeting of CO focal points.
• Travel to selected country(s) as required.
Specific tasks:
• Review background documentation (2 days);
• Participate in UNFPA regional meeting with CO focal points and prepare a brief meeting synthesis report (5 days);
• Provide ongoing technical support to donor mapping, country concept note and proposal development as appropriate (21 days);
• Assess and synthesize status of CO progress by 30 November 2013 (2 days);
Minimum qualifications
• Masters degree in epidemiology, public health, social sciences, psychology, health promotion or similar
• Extensive knowledge on HIV prevention in Africa;
• 10 + experience in development of programme documents and funding proposals;
• Excellent writing skills.
