Pre-testing and Revision of a District HIV Prevention Manual

Required: Senior consultant (technical writer)

Duration: 15 consultancy days

Purpose: To finalize a draft manual on combination HIV prevention

Description: Over the past years UN agencies have worked with several countries in Africa on reviews of country HIV epidemics and national prevention responses in the context of Know Your Epidemic /Know Your Response exercises. In addition, a comprehensive review and synthesis of available evidence has been completed. While a wealth of normative guidance exists on HIV prevention and specific HIV prevention methods and intervention types, there is no overarching synthesis on how to manage national and large-scale programs, particularly those towards preventing sexual transmission of HIV in Africa’s generalized HIV epidemics. Despite the fact that the vast majority of Africa’s annual 1.8 million new HIV infections occur through sexual transmission of HIV and although some progress was made in countries, responses have been fragmented, defined around overlapping agendas, project-driven and in many cases not been systematically evaluated. A draft manual for improved management of HIV prevention programmes has been developed in 2012, which is now due for pre-testing in one country.

Deliverables:
• In-country pre-testing conducted;
 • Draft manual adjusted into a version ready for country adaptation;

Reports to:

• Technical Advisor HIV/AIDS, UNFPA, for the regional UN HIV prevention working group

Location:
• The consultancy involves desk work, which the consultant is expected to deliver from his own work space. • Travel to one country (tbd) is envisaged for pre-testing.

Specific tasks:

• Review the draft manual and jointly with UNFPA ESARO prepare pre-testing workshop (4 days);
 • Conduct pre-testing workshop in-country (4 days);
• Review language, incorporate all final comments, cross-check with the actual research papers in specific cases as required and finalize the draft report (7 days);

Minimum qualifications
• Masters degree in epidemiology, public health, social sciences, psychology, health promotion or similar
 • Extensive knowledge on HIV prevention in Africa
• 10 + years experience in development and review of manuals / programme management tools;
• Excellent writing skills
