Job Summary
In order to support the Foundation's mission to eliminate pediatric HIV and AIDS, this position effectively and efficiently oversees the compliance, financial analysis and planning, and audit liaison aspects of the Foundation's work in Lesotho funded by the Global Fund.
This position ensures that Global Fund policies, procedures, rules, and regulations are adhered to at all times; that audits and reviews conducted by Global Fund representatives are adequately planned for and supported; and that responsive and timely communications and deliverables for the Global Fund donor are achieved to ensure donor satisfaction.

Job Summary

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Ensures compliance at all times with all Global Fund policies, procedures, rules, and regulations.
- Serves as a subject matter expert on Global Fund rules, regulations, policies, and procedures. Has in-depth knowledge and remains up to date on all Global Fund developments through monitoring Global Fund communications and the Global Fund web site.
- Provides clear guidance to the country team, and the DC office, on Global Fund compliance matters and conducts trainings and refresher sessions for Lesotho staff.
- Coordinates all compliance activities in a collaborative manner, ensures proper and responsive communication and documentation regarding all compliance matters.
- Attends relevant inter-agency, sector coordination, and Global Fund representation meetings as required.
- Serves as the primary point of contact for all Global Fund compliance matters in the Country Office.
- Ensures that required reports and deliverables are communicated in a timely manner.
- Responsible for supporting Global Fund audits and reviews audits including: participating in developing audit plans and ensuring they are properly implemented, ensuring all outstanding audit findings are addressed and resolved in a timely manner.
- Maintains the Global Fund award file and ensures all contractual files are complete, up-to-date, and organized.
- Reviews all contracts, purchase orders, or sub-grants to be funded with Global Funds and ensure that Global Fund requirements and applicable EGPAF policies and procedures have been complied with and that documentation is sufficient to support a successful audit.
- Ensure financial accountability and award compliance to donor, EGPAF, and Lesotho policies and procedures
- Support management of sub-grants and sub-contracts as applicable
- Manage accounting package and ensure integrity of information
- Ensure cash flow management
- Reviews every expense, including all labour hours, to be charged to the Global Fund and verifies or questions the allowability, allocability, and/or reasonableness of the charges and the adequacy of supporting documentation.
- Performs financial analyses for the Global Fund project to ensure that funds are being expended in a timely manner according to the approved budget.
- Performs budget forecasts and determines if any budget realignments or prior approvals from the donor are required.
- Ensures that all prior approvals required from the donor are requested in advance of the proposed expenditure.
- Ensures all required financial and compliance reports and/or deliverables are accurate and submitted on time.
- Reviews first draft of Global Fund invoices, and supporting details, to check for correctness.
- Provides ad hoc reports to Global Fund and EGPAF as requested.
- Performs other duties as assigned.
REQUIRED QUALIFICATIONS:
- Bachelor's degree in business, accounting, legal studies, or a related field required; advanced degree in relevant field of study preferred
- Minimum 5 years experience in one or more of the following areas: finance, accounting, auditing, grants management, or contract management
- Fluent in spoken and written English
- Experience with managing restricted donor funds required; Global Fund experience preferred
KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to be self-directed and self-motivated.
- Excellent organizational skills and detail-oriented.
- Strong interpersonal skills and ability to work with others in a global team environment.
- Strong computer skills. Adept at spreadsheet, internet, word processing, and email software.
- Ability to edit and write clearly and concisely in a business environment.
