Primary Responsibilities
The Head of Programming is tasked with leading, managing, and coordinating all CRS/Lesotho program-related activities, including program planning and development, project implementation, relationships with donors and implementing partners, and all other organizational, operational and reporting activities. This position also requires an active role in supervising program staff, mentoring CRS Fellows and volunteer staff, making future employment decision for the country program, and serving on the CRS/Lesotho Senior Management Team.
SARO is implementing a major regional effort, Project PRO, designed to improve the overall effectiveness and efficiency of the Country Program operating and financial model. The CRS SARO Country Program operating model is intended to support the mission and overall strategy of CRS and enable the organization to serve its various stakeholders, including partners, beneficiaries, donors, and the Catholic Church. The operating model at the Country Program level must also adapt and respond to the changing dynamics of the country's specific market and competitive environment. There are significant opportunities within the region to improve on the operating model of country Programs- Project PRO focuses on improvements that drive the most impact and in doing so targeted opportunities that will benefit multiple Country Programs. The Head of Programming will play a vital leadership role in moving forward the Project PRO themes within the CRS/Lesotho country program.

Qualifications:
1. Master's degree in International Relations/Development or related field or equivalent experience.
2. Five to seven years international management experience, including significant supervisory experience, in complex development and relief programs in developing countries, with project management experience in one or more of the following areas being highly desirable: agriculture and/or livelihood recovery; health and HIV/AIDS and Savings and Lending programs.
3. Excellent management and leadership abilities; effective team builder, facilitator & mentor; proactive thinker & decisiveness; creative; ability to build consensus.
4. Prior experience in project management with international NGO(s) required, preferably with a wide donor base.
5. Very strong writing and verbal skills for project proposals, reports and communications.
6. Strong technical and analytical skills in or specialization in at least one of the program sectors in the country.
7. Demonstrated networking and program advocacy experience.
8. Strong financial management skills; an analytical thinker.
9. Organizational skills with strong planning and implementation skills; makes good decisions.
10. Experience with participatory methods of proposal development, strategic planning and monitoring and evaluation.
11. Familiarity with the social development function of the Catholic Church and experience in working with Church partners.
12. Experience accompanying civil society development and organizational strengthening in a complex international development environment.
13. Background in approaches to dialogue and conflict resolution preferred.
14. Emergency Response/Preparedness experience preferred.
15. Ability to manage interpersonal relationships, facilitate meetings, build consensus within groups and make presentations. Diplomacy and conflict resolution skills desired.
16. Computer proficiency in Word, Excel, Outlook and PowerPoint.
17. Highly proficient in both verbal and written English.
18. Demonstrated ability to understand and work within local cultural, political, social, and economic contexts.

Specific Responsibilities
- Leads growth in Programs:
- Identify program priorities and actively develop a strategic plan to grow projects (with partners, CP staff, regional/HQ technical advisors, Business development team)
- Assess business development environment as well as CRS' strengths/opportunities. Take a lead role in identifying potential fund raising options.
- Networks and identifies potential partners and consortiums for proposals
- Assist the Country Representative in building donor relations.
- Incorporate emerging trends into new or existing programs
- Mobilize proposal design teams to draft and submit proposals that efficiently include value adding input from diverse sources
- Ensure compliance to South Africa Region's proposal development and approval process
- Oversee all out-going correspondences from Program Managers to donors and strategic partners. Also Oversee correspondence between CRS programming staff and other NGOs, UN agencies, CIDSE/CI platforms
Supervises and develops program staff:
- Orients new staff to CRS identity, culture, tools and processes
- Coach program staff in all aspects of project design and implementation. Meet regularly with staff individually for coaching, mentoring and support.
- Promote the ongoing development of program staff skills(in technical and non-technical topics) in areas where they lack capacity
- Directly supervise programming teams (Education, Civil Society/Partnership, HIV/AIDS, and Food Security).
- Identify training needs and opportunities for staff and organize/facilitate training events as appropriate.
- Coach staff on building effective partnerships.
- Mitigate risks by ensuring staff understand financial/administrative processes
- Complete all aspects of CRS performance management on time and effectively.
- Establish systems that support program quality through adherence to agency principles and standards, compliance, learning and innovation
- Ensure detailed and realistic project implementation plans are developed with partners. Oversee implementation of all projects, regularly reviewing progress against indicators
- Ensure that all programming staff follow program quality guidance, M&E standards to ensure high quality project design
- Coaches staff in the use of IHD, Justice Lens and partnership principles to strengthen participatory, innovative and holistic development approaches
- Implement effective systems for financial management, budget management, knowledge management and risk management.
- Ensure high quality and timely reporting
- Regularly travel to the field to visit projects and assess progress
- Ensure compliance to project closure process
- CRS/Lesotho's Strategic Planning Process (SPP):
- Align the Country Program SPP with the new CRS agency strategy and priority themes identified under SARO's Project PRO.
- Serve as Team Leader on SPP development for Country program
- Oversee the completion of the SPP process and document.
- Assist in identifying new partners and managing existing partnerships.
- Identify potential project ideas consistent with sector-specific SPP strategies.
Monitoring and Evaluation:
- Ensure proper integration of activities and establish key partnerships to develop top quality programming interventions.
- Provide leadership and support in the implementation of a Knowledge and Learning Management Strategy.
- Build the country program's capacity in monitoring and evaluation by guiding, supporting and leading the design and implementation of M&E systems and procedures that are appropriate, effective and cost-efficient.
- Effectively manage relationships with CRS and partner staff by creating and implementing M&E systems that will lead to improved program quality.
- Oversee the development of current M&E mechanisms and monitoring initiatives within the country program and design/recommend new approaches or the strengthening of current practices.
- Provide technical input on M&E during project reviews and when developing proposals.
- Builds and leads effective teams:
- Hold regular program team meetings and ensure action points from team meetings are accomplished
- Know CRS administrative and financial procedures and systems constructively linking Programs with MQ staff(Finance, HR, Administration, IT)
- Organize team's work around shared vision and goals
- Work collaboratively with staff and keeps them well informed
- Serve as a liaison between Program Managers and Regional Technical Advisors and Headquarters Program Quality Support Department to ensure that recommendations are addressed and requests are responded to.
- Approach others and their views with diplomacy, humility and integrity

- Internal: CRS Country Representative; CRS country program staff; Director Finance; HR Manager; Operations Manager; CRS Deputy Regional Director for Program Quality; CRS Regional Technical Advisors (RTAs); various CRS/HQ departments.
- External: Host country government ministries; the local Church; USAID; Irish Aid; private foundations, bilateral donors; other funding agencies; local/international NGO offices; UN agencies; local and International Catholic Agencies and organizations.
