Position Summary:
Pact seeks a Chief of Party (COP)/Program Director for a five year USAID-funded capacity development
support project in South Africa. The aim of the project is to support the goals of PEPFAR and those of the South African Government's (SAG) National Strategic Plan to transition to country ownership by promoting sustainability of local organizations and provision of grant management support to develop local capacity.

The project consists of three components–Grant Award and Management; Institutional capacity-development of indigenous organizations; and Capacity development assistance to the SAG.
Responsibilities:


  •     Provide overall technical management to the program;
  •     Step in for the COP when necessary to provide overall program management;
  •     Oversee and manage partnership with Government of South Africa and local partners;
  •     Provide direct line management support and supervision to a technical team of seasoned institutional, organizational and technical (including M&E) capacity development professionals;
  •     Oversee coordination of capacity building to NGOs and system strengthening of SAG at national, Provincial and District level;
  •     Ensure performance monitoring and reporting, are in place and support the effective use of program resources in compliance with USAID regulations and Pact policies;
  •     Ensure timely and accurate reporting;
  •     Support the COP when needed for representation and correspondence with USAID;
  •     Ensure coordination of efforts at program level with all relevant stakeholders.
  •     Coordinate with appropriate external stakeholders in all aspects of project planning, monitoring, and implementation;
  •     Engage in hiring, management and development of staff to ensure a diverse, skilled and productive workforce and promote an organizational culture where Pact's values are practiced.

Qualifications:
  •     Masters-level degree in organizational development, international development, business administration or related field; preferably focused on capacity building;
  •     Senior Management of a USG cooperative agreement or contract, of which at least 5 years shall have been in senior program management, including professional and support staff supervision;
  •     Direct work experience in developing countries as a senior expert in capacity building, preferably in social and health services systems;
  •     Experience interacting with developing country government and/or senior level government officials and/or international organizations and Local Partners;
  •     Excellent communication skills with demonstrated experience in communicating complex processes to diverse stakeholders, including government officials at the national, provincial and/or district levels, NGOs, civil society organizations (CSOs), donors
  •     Strong interpersonal skills, must have a proven ability to develop and communicate a common vision among diverse partners, and lead a multi-disciplinary team;
  •     Must be Fluent in English.
  •     South African national preferred
