Overview:
The Clinton Health Access Initiative (CHAI) assists governments to promote high quality health care. CHAI
teams work in partnership with the government, partners, and other major stakeholders to identify the key obstacles to access and scale-up of essential health services, and to develop sustainable strategies to overcome them.
One of the hallmarks of CHAI is simultaneous and intensive engagement on the demand and supply sides of the market to improve access to essential medicines for patients in developing countries. While CHAI's Drug Access Team (DAT) works to address supply-side barriers to access and to foster a healthy marketplace to ensure the sustainable supply of essential medicines at lower prices, CHAI's country teams partner with national governments to strengthen the systems required to deliver treatment - by scaling up and strengthening care and treatment programmes and procurement and supply management.

CHAI South Africa is seeking a highly motivated individual with outstanding credentials, analytical ability, and communication skills as Programme Manager (PM) for CHAI South Africa's Access-to-Medicines Programme.
Responsibilities:
- Specifically, key responsibilities will include, but are not be limited to, the following:
- Manage a team of analysts and specialists on day-to-day programme operations across diverse work streams to achieve results within tight timelines
- Ensure that the Access-to-Medicines team provides coordinated technical support to the National Department of Health (NDOH) and ensure that team's output consistently passes the highest quality standard
- Identify and pursue new areas of work and partnerships within the NDOH's priority areas as they relate to CHAI's Access-to-Medicines Programme
- Build the capacity of the Ministry of Health in Key Access-to-Medicines Areas including:
- Robust forecasting models and processes to ensure access to high quality, low cost medicines and health commodities
- Benchmark global prices and market intelligence information, including and not limited to supply landscape and production capacity, on health commodities across a range of disease areas
Effective and efficient tendering processes
- Planning for roll-out of new treatment regimens, formulations, and clinical guidelines
- Develop a sustainability plan for all Access-to-Medicines initiatives to ensure the NDOH has the capacity to carry them forward and will benefit from them in the long-term
- Ensure team responds on a timely basis to ad-hoc questions from the Global A2M and NDOH teams, including assessment of product viability and availability, product preferences, and feedback on formulations
- Maintain a thorough understanding of the HIV/AIDS, TB, Family Planning, Vaccines, Antibiotics, and other pharmaceutical and device landscape within South Africa and globally
- Share key drug access info with NDOH and partners, such as newly available products and pricing, and overview of challenges in marketplace that may create supply challenges
- Manage team administration including preparation of quarterly and annual work plans, budgets, and reports in collaboration with the Deputy Country Director and Country Director
- Provide input into donor reports and development of brief success stories for sharing internally and with donors
Qualifications:
- Bachelor's degree/tertiary degree required, with preference for candidates with an advanced degree
- Minimum of five years of professional experience, ideally with increasing responsibilities and demonstrated career progression, including strong project and people management
- Ability to mentor and lead teams to perform consistently at a high level in high-pressure situations
- Detail-oriented with excellent organizational and problem-solving skills
- Proven experience in developing strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment
- Ability to navigate complex government processes and favourably influence decision-making in a professional and collaborative manner and exceptional diplomacy and interpersonal skills
- Very strong problem solving, business analysis, and quantitative and modelling skills, including significant experience working in Excel, Access, and PowerPoint
- Strong communication skills, including the ability to prepare compelling presentations
- Ability to learn quickly and absorb and synthesize a broad range of information
- Demonstrated ability to perform consistently at a high level in unstructured, high-pressure situations
- Ability to handle multiple tasks simultaneously, set priorities, and work independently and flexibly with a strong commitment to excellence and very limited supervision
- Strong written and oral communication skills in English
- Current South Africa Department of Health employees will not be considered
- Must have own transportation
Advantages:
