The Clinton Health Access Initiative (CHAI) works to lower
the price of treatment for HIV/AIDS, TB and malaria by working with
pharmaceutical companies and other suppliers to reduce the costs of medicines
and laboratory tests, and also partners with national governments to strengthen
the systems required to deliver treatment. In South Africa, CHAI is supporting
the National Department of Health (NDOH) and the South African National AIDS
Council (SANAC) in its implementation of the National Strategic Plan for HIV,
TB and STI (2012-2016) strategic objectives.
At the request of CHAI’s partner governments, and given the
current global funding landscape, CHAI is increasing the technical support it
is providing to governments in overcoming financing barriers to achieving
universal access of health services.
Summary of Position:
CHAI is looking for a Health Financing Analyst to assist the
South African government in addressing significant funding shortfalls in their
health-related programming, and to provide assistance in optimizing use of
financial resources available in the health sector. South Africa faces
significant funding challenges and CHAI aims to address these funding
challenges through the development of innovative health financing mechanisms,
identification of funding inefficiencies and improved allocation of resources
in the health sector, and supporting health financing planning processes more
broadly.
The Health Financing Analyst will provide critical support
in the quantification and mapping of funding needs and available resources,
understanding current costs of health interventions, helping the governments to
identify funding gaps and access additional resources, and assessing the
feasibility of a menu of financing options to expand the fiscal space within
the health sector. The Analyst will be a part of a team that works very closely
with governments that are committed to universal access and to provide critical
skills, tools and capacity that will enable better management of funds in the
health sector.
Responsibilities:
Provide robust technical and analytical support to the
in-country team, and actively participate in structuring the analytical
approach and problem solving in areas such as:
· Supporting design and implementation of long-term financial
sustainability plans · Modelling current costs of providing key health
interventions at the national and facility levels · Understanding current
funding flows in the health sector, and modelling future trends · Reviewing
specific funding channels to understand funding flows and potential areas of
inefficiencies · Modelling to assess potential for improved efficiency and
effectiveness of health sector interventions · Developing revenue projection
models to assess potential for new, innovative financing mechanisms in the
health sector
Qualifications:
· Bachelor’s degree and at least 2 years of professional
experience in health financing, public health, economics, or international
development strongly preferred. Other relevant experience may be considered.
· Experience working
with non-profits, overseas development agencies or other international
organisations strongly preferred
· Very strong
quantitative skills, including significant experience working in Excel
· Experience working in developing countries, particularly
in health or HIV-related
· Strong diplomatic
and interpersonal skills, and ability to build strong professional
relationships with a range of stakeholders
· Excellent
organizational and problem solving skills
· Ability to communicate technical matters and complex ideas
to a wide range of audiences
· Ability to multi-task and to be effective in high-pressure
situations
· Ability to work independently on complex projects
· Highly motivated
self-starter
· Willingness to travel to rural areas
