Overview: The Clinton Health Access Initiative (CHAI)
assists governments to promote high quality health care. CHAI teams work in
partnership with the government, partners, and other major stakeholders to
identify the key obstacles to access and scale-up of essential health services,
and to develop sustainable strategies to overcome them. In South Africa,
CHAI is supporting the National Department of Health and the South Africa
National AIDS Council (SANAC) in its scaling up of HIV and TB services. The
Government and its partners have been preparing the health system to handle the
increase in patient volume by training nurses, helping public health facilities
to begin offering treatment, procuring necessary commodities, securing funding
and implementing a standardized ART Monitoring system. With the expected influx
of clients, it is essential to have timely and accurate data from facilities to
monitor the HIV/ART Programmes, to inform service delivery and to assess
overall strategy at the national level. To strengthen capacity at the
provincial level, CHAI is recruiting an M&E Coordinator who will support
the Provincial Information Officer and the HAST teams to carry out this
function.
The Provincial M&E Coordinator will focus on
strengthening ART M&E as well as assisting other M&E needs of the
HIV/ART programme as required. They will support both the provincial
Information Management and HIV/ART programme to ensure continuous data is
available, support the continued roll out of the 3 Tiered ART monitoring system
whilst also working to strengthen data use to inform programme management
ensuring routine feedback to both the programme and the districts. The
Coordinator will work with the districts to establish district monitoring and
evaluation forums to routinely monitor patient retention and management and
measure patient outcomes against NSP targets. The Coordinator and the ART
programme will work hand-in-hand to interpret data to inform decision making,
programme and patient management. An important aspect of the job is to provide
a coordinating role between the district development partners and district and
provincial government staff ensuring health system strengthening activities are
aligned to the National priorities. Where training is required or where data
analysis identifies data challenges the Coordinator will bring to the attention
of the district partners and district information management staff and assist
where required.
The Coordinator will act as a bridge between the data
management and programme activities. They will identify challenges and resource
needs and proactively communicate these to the province. They will also
identify and recommend follow-up actions to the provincial and national M&E
team, they will assist in the preparation of the M&E component of regular
progress reports and updates as required by stakeholders Responsibilities:
• Strong understanding of ART M&E SOP and DHMIS Policy
and entrench its use in strengthening data management and strengthening all
levels of accountability in supporting the two policies and data and programme
management
• Ensure all ART data is complete within DHIS (monthly and
quarterly) and where challenges are experienced remedial action plans developed
in conjunction with districts according to the SOPs
• Routinely analyze
monthly and quarterly data and supply analysis to ART programme staff to inform
programme management
• Work with the
district implementation teams (DIT) to establish monitoring and evaluation
forums to analyze the data and use this to inform district level activities
• Monitor training needs and coordinate trainings where
required
• Offer support for government and other staff and offer
technical troubleshooting as needed
• Conduct several random facility visits in each quarter,
rotating through each of the districts throughout the year Essential Functions
• Provide a coordination function between provincial and
district information and programme staff as well as district support partners.
Additional coordination may be required down to the facility level
• Routine analysis of
monthly and quarterly data with ability to develop strategies to strengthen
data reporting and working with (to be established) district monitoring and
evaluation forums to strengthen data quality and data use
• Re-enforce the ART M&E SOPs use at all levels
• Liaise with facilities, district and sub-district
information officers and Provincial HAST team to provide day-to-day support in
data management and analysis
• Inform DOH and facility staff on national expectations for
M&E processes and data collection
• Participate in project reviews and data quality audits

• Perform other duties as required
• Draft technical documents and background papers as
identified Qualifications: Minimum Qualifications:
• Bachelors degree
required
• Minimum 4 years
work experience required and 1 year work experience in data handling
• Previous work
experience in the South African public health system and understanding of all
components of the 3-Tiered ART Monitoring Strategy a plus
• Proficient in using TIER.Net, DHIS, MS Office (especially
Excel and Access) and conducting internet research is essential; SPSS and SAS,
or other statistical software package, knowledge a plus
• Ability to work in a team, excellent oral and written
skills in English (and preferably local language in the Province) is required.
