worldwide. We are currently seeking to fill the position of Programme Officer (Food Market Assessments) P2 under the Junior Professional Officer Programme.
The position will be based in our Regional Bureau in Johannesburg, South Africa.

Background

Each year, on average, WFP feeds more than 90 million people in more than 70 countries. From its base in Johannesburg, the Regional Bureau (RB) for Southern Africa supports operations in 12 SADC countries (Democratic Republic of Congo, Tanzania, Mozambique, Madagascar, Swaziland, Lesotho, Namibia, Angola, Zimbabwe, Zambia, Malai and the Republic of Congo). Besides the normal RB support to Country Offices, the RB also hosts a Procurement Unit composed of 2 international and 5 national staff that coordinates the WFPs' world-wide requirement for maize procurement with purchases of more than 326,000 MT during 2011-2 at a value of USD 110,000 million. The strategic shift from food aid to food assistance has led WFP to broaden the use of market analysis as an integral part of food security analysis and to better inform both food and non-food responses such as local purchases and cash and vouchers (C/V) in it project designs and response.

This shift requires increased WFP capacity and understanding of food markets for its decision making to ensure that the right approach is taken and that opportunities for local stimulations of food markets are not missed. In-depth and detailed understanding of food markets is an essential requirement in successfully linking small holder farmers to markets (P4P) through our local procurement actions.

The Junior Professional Officer (JPO) will play a key role by supporting integration of market analysis into assessments, analyses and monitoring systems for decision-making that will support WFP's local procurement efforts (P4P); international procurement actions, including forward purchase; in project design and decision modules for considerations of cash and vouchers and in WFP's efforts related to Vulnerability Assessment and Mapping (VAM). Duties and responsibilities Under the direct supervision of Regional VAM Officer, and in close collaboration with the Regional Procurement Officer and the Regional Adviser for Cash & Voucher, the JPO will be responsible for the following

key responsibilities:


  •     Assist in food security analysis with an emphasis on food marked market impacts; Plan, design and conduct market and trader surveys and analysis to assess food insecurity; 1
  •     Assess the need for food assistance in response to changing vulnerability, particularly in response to floods, droughts, economic shocks (e.g. high food prices), and internal displacement due to conflict;
  •     Undertake market-related field missions to support operations, emergency, recovery, rehabilitation, development and capacity building;
  •     Research market intelligence on food production patterns and purchasable surpluses; Conduct market analysis pertaining to a newly launched pilot project that aims to purchase over USD 4 million worth of food from South African (RSA) Small Holder Farmers destined for beneficiaries in Lesotho; Identify programme information needs to inform choice of transfer modalities (food, cash and vouchers); their targeting criteria, and monitoring & evaluation frameworks;
  •     Assist with the analysis of cash/voucher-based programme interventions, including establishing systems to monitor market and programme impact of any cash/voucher-based interventions;
  •     In collaboration with the Country Offices and the Regional Procurement unit, help establish and maintain systems for monitoring market impact of WFP local procurement activities, including analysis of impact of any purchases from small hold traders, farmers or millers;
  •     Assist in developing and implementing market-related capacity building tools and modules to support WFP and partner staff;
  •     Help conduct cost efficiency analysis, cash and voucher targeting criteria, and monitoring & evaluation frameworks; Carry out other markets-related activities as necessary;
  •     Perform other duties and responsibilities as assigned.

Qualifications and experience
  •     Advanced university degree (Master level) in Economics, Development Economics, Agricultural Economics or other related field; At least 3 years of relevant postgraduate professional work experience.
  •     A development-oriented employment history or previous experience in development is desirable;
  •     Have completed and succeeded the CIG (Cycle d'Information Generale) by BTC (Belgian Development Agency);
  •     Skills in applied macro and micro economic analysis of markets, preferably in a food security context;
  •     Demonstrated ability in qualitative and quantitative analysis and knowledge of relevant software;
  •     Excellent writing skills and proven ability to produce quality reports;
  •     Ability to give presentations to wide audience of varying educational backgrounds;
  •     Ability to work independently, shows good initiative and resourcefulness; prepared to work in difficult field situations;
  •     Excellent interpersonal skills and ability to work in a team in a multi-cultural context;
  •     Preferably good understanding of developing countries, poverty and food security.

Language:

    Working knowledge (proficiency/level C) of English;
    Knowledge (intermediate/level B) of another UN official language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP's working languages) is highly desirable.

Terms and Conditions
The selected candidate will be employed on a JPO fixed-term contract at P2 level for an initial duration of two years with possibility of extension to the third year. He/she will be on probationary period during the first year.
